Is Arbitrage Betting Legal in Greece?
Yes, it's legal. Arbitrage betting is simply ordinary bets placed at HGC-licensed bookmakers — you pick odds on each outcome so the maths works in your favour. You must be 21 or older. You break no law; the only real risk is having your account limited by the bookmaker itself.
Why it's legal
The law doesn't ask you why you choose a given odd. When you place a bet at a licensed bookmaker, it's a valid, legal bet — whether you bet “on a hunch” or because you saw that this particular odd, combined with another one elsewhere, guarantees a profit. Arbitrage isn't a separate “product”; it's just a way of selecting ordinary bets.
Licensing: only bet at legal bookmakers
In Greece, gambling is supervised by the HGC (Hellenic Gaming Commission, “ΕΕΕΠ”). Make sure every bookmaker you play with holds a Greek licence. The betting exchanges used for the “lay” leg are international platforms — their own terms of service apply.
Tax on winnings
Winnings from licensed gambling are taxed on a sliding scale per betting slip, with a small tax-free threshold on low amounts. Licensed bookmakers withhold the tax automatically, so usually you don't have to do anything yourself.
Because arbitrage produces small, frequent profits, tax affects your net margin — factor it in when you decide whether an opportunity is worth it.
